Reflections are used to add additional comments to records. For example, if a record has
been published and a comment has been left in a focus area that is perhaps unclear, the
Observee could add a reflection to ask for more information. Another example could be, an
Observer or Observee could add a reflection to a relevant record to indicate that CPD has
been arranged or completed following an area for development being identified.
